Bill to ban the use of phthalates in PVC flooring

Would a ban on phthalates, parabens and alkylphenols affect the production of PVC floor coverings? Yes!

 

The French National Assembly adopted in first reading on May 3, 2011 Mr. Yvan Lachaud’s bill to ban the use of phthalates, parabens and alkylphenols, this was against all expectations and against advice of the Government.

Parliamentary procedure dictates that the text be transmitted to the Senate for possible consideration, therefore, it is important to emphasise the bill is not law, yet.

What are Phthalates?

Phthalates are chemical molecules used primarily to soften PVC to manufacture industrial products and durable consumer goods such PVC and vinyl floor coverings as well as roofing membranes and electric cables.

Phthalates, parabens and alkylphenols belong to family of diverse chemical substances with very different applications, each with substantially different health and environment classifications. Their use has been regulated by the European REACH regulation since 2007.

The plasticizer industry therefore urges that any changes to the legislation applying to phthalates should be based on the current consensus of national and European regulation.

IFCMN urges the floor covering industry to back ECPI 'The European Council for Plasticisers and Intermediates' a Brussels-based trade association representing the common interests of European manufacturers of plasticisers, alcohols and acids in deploring the possible adoption of the bill.
